Ahmedabad Municipal Corporation introduces blockchain for TDR and certificate issuance

The Ahmedabad Municipal Corporation is moving its Transferable Development Rights (TDR) system onto a blockchain-based platform, replacing a manual process with one designed for accuracy, transparency and security.

The new system changes how Development Rights Certificates are issued and how TDR transactions are tracked, using smart contracts, a public verification portal, and a complete audit trail.

OCR and electronic signatures streamline document handling, while the underlying blockchain record reduces the fraud risk that comes with manually transferring a property's development potential between plots, measured in Floor Space Index and square metres.
